In a statement on Tuesday, the embassy said, "…Looking at recent vicious Chinese criminal cases in [Cambodia], many of them were driven by gambling causes," he said, adding that the guidelines amounted to "repeated" warnings.

The mission also consulted Chinese citizens about "falling into the trap" of recruitment proposals that entice online gambling companies to work in Cambodia for "high pay." The embassy promised that Chinese authorities would impose sanctions on those involved in online gambling activities.

"Law enforcement agencies in China and Cambodia are jointly stepping up efforts to prevent all online gambling and telecommunications fraud involving Chinese people in Cambodia," the embassy wrote.

Chinese diplomats in Cambodia warned against Chinese involvement in gambling activities within Cambodia last year and 2019.

In August 2019, Cambodia said it would stop issuing new permits to companies seeking to provide "online gambling" services and phase them out when existing permits expire.

On Tuesday, China's Ministry of Culture and Tourism announced that China would add more overseas destinations to its "blacklist" for cross-border gambling activities, but did not name any of the locations.

In August, China's central government first announced the establishment of such a "blacklist" system.
